Sowing the Seeds Through Science and Engineering Research Act, H.R. 363, is part of the Innovation Package in the House. It is also known in the Senate as "An Act to Authorize Programs for Support of the Early Career Development of Science and Engineering Researches." It was passed by the House and sent to the Senate Committee on Health, Education, Labor, and Pensions.
